But radio dispatches made public by the sheriff's office on Thursday indicate that Peterson knew the shots were coming from inside the building.

A judge has ordered the public release of footage showing the outside of the high school in Parkland, Florida where a shooter killed 17 people on February 14.

"Be advised we have possible, could be firecrackers, I think we have shots fired, possible shots fired", said one Broward County deputy when four arrived on the scene.

The dispatch records and video not only confirm previous reports that school resource officer Scot Peterson remained outside the building while the shooting was occurring, they also show that the deputy told other officers to stay away even as he repeatedly radioed that he heard "shots fired" from that location.

A newly released timeline of the deadly school shooting last month in Florida details the chaotic and disjointed law enforcement response to the attack at Marjory Stoneman Douglas High School, and reveals that officers did not enter the building where students were gunned down until more than 11 minutes after the first shots were fired.

The timeline is especially damning for the armed deputy assigned to the school who never confronted the gunman during the shooting. The response by his agency has been the subject of national scrutiny, and is now under review by the Florida Department of Law Enforcement.

Jeff Bell, president of police union representing Broward deputies, told the Miami Herald he welcomed the release of the new records. "At one point he says to keep back 500 feet".

The police radio recordings, along with a timeline of events released Thursday by the Broward County Sheriff's Office, suggest Peterson may have hampered the ability of other officers to help victims.

The gunfire stopped at 2:27 p.m. He began firing within 15 seconds. Peterson, at the time, was near the administration building.

At 2:29 p.m., Burton met Peterson outside Building 12.

At that minute, he parks himself at the corner of the building for the rest of the afternoon, video shows, calling for more units, repeatedly warning of shots fired, and notifying arriving back-up officers to "get the school locked down, gentlemen".

As the shots intensified, other deputies began racing to the scene, radioing in.

But Peterson, according to the timeline, remain focused on Building 12.

"All right... We also heard it's by, inside the 1200", Peterson said at 2:25 p.m. Call center operators then began instructing the students on how to take cover. Instead of going inside, he took a position on the west side of the building.

"Stay at least 500 feet away at this point", Peterson says, just five seconds after Cruz drops his AR-15 rifle in the third-floor stairwell and makes his way outside. A dispatcher repeated, "Stay away from 12 and 1300 building".

A few minutes later, Coral Springs police arrived on scene to "a bunch of kids" spilling out of the school.

At 2:28 p.m., Tim Burton, a Coral Springs police officer, arrived on campus and radioed out a description of the shooter as a "white male with ROTC uniform, burgundy shirt". "In front of the 13 building, building 13". A fleeing student appeared to be stuck in a fence; a deputy asked for bolt cutters. One deputy called for a command post to be set up.

It wasn't until 2:32 p.m., 11 minutes after Cruz allegedly first opened fire, that four Coral Springs police officers finally rushed into the building.

By 2:35 p.m., officers were seen transporting a victim on a golf cart. Two minutes after that, he says they were for sure fired within Building 12.

Down the street, Cruz had entered a Walmart and bought a drink at the Subway inside.

Florida school shooting suspect Nikolas Cruz was formally charged Wednesday with 17 counts of first-degree murder, which could mean a death sentence if he is convicted. If he decides to release it, he said he would put a 48-hour stay on his order to give the sheriff's office and school district a chance to file an appeal.

Levenson needs to decide whether the footage is part of the criminal investigation, or whether its use in an internal affairs investigation of Peterson allows the sheriff's office to shield it from public view.

The sheriff's office and school district argue the footage is protected from disclosure under the state's public records laws. Legal exemptions block the release unless a judge approves.
