Lawyers for two victims of the black cab rapist John Worboys will go to the High Court today to challenge the Parole Board's decision to release him from jail.

Barrister Phillippa Kaufmann QC argued on Tuesday that there is scant evidence to show Worboys is not unsafe, and that the hundreds of assaults he may have committed "completely undermined" the decision to free him.

Philippa Kaufmann, QC, was opening a challenge to Worboys' release by two of his victims, as he watched the proceedings in a packed courtroom via a video-link from prison.

In a separate judgment, the supreme court last month ordered the Metropolitan police to pay compensation to DSD and NBV because the force had failed to carry out an effective investigation into the serial sex attacker.

Arguing the decision to release him should be quashed, she said the board excluded "critical evidence" which undermined his version of events when considering him for parole.

He was jailed indefinitely in 2009 with a minimum term of eight years after being found guilty of 19 offences, including rape, sexual assault and drugging, committed against 12 victims.

He became known as the black cab rapist after attacking victims in his hackney carriage.

The court heard he denies any allegation other than the offences he was convicted of.

She said the board also considered his risk was reduced because of the fact he took "full responsibility" for his crimes, had "good insight" into his behaviour and had undergone treatment.

Worboys, 60, a former black cab driver, remains in prison following the widespread public outrage over the decision to release him on licence.

The judges are also hearing an action against the Parole Board by London Mayor Sadiq Khan.

As the case got under way, Mr Khan said in a statement that Worboys presented a "significant threat" to safety.

He said: "I am morally and duty-bound to do everything within my power to protect them from harm".

In January, Justice Secretary David Gauke ruled out a judicial review of the Parole Board's decision, telling the Commons he believed there was "no reasonable prospect of success".

At a hearing in February, Sir Brian Leveson and Mr Justice Garnham granted the appeal to challenge the decision.
