A United States-sponsored resolution to the United Nations Security Council which would have created a "new investigative mechanism which can affix blame" for chemical weapons attacks, was vetoed by Russia Tuesday, opposed by Bolivia, and abstained on but verbally criticized by China.

Earlier, the US President Donald Trump warned that there will be a big price to pay for the alleged use of toxic gas in Douma.

He also discussed with British Prime Minister Theresa May the preparation for a strike on the Syrian government, which it blames for the chemical attack.

The Russian text was amended on the basis of Swedish draft elements circulated on Monday in order to find common ground in the Security Council for an outcome in support of an investigation by the OPCW into the alleged chemical attack in Douma on Saturday.

Syria's government and its ally Russian Federation have denied the chemical attack took place, but rescuers and medics said that dozens of people, including many women and children, were killed.

A joint U.N. -OPCW investigative team accused Syria of using chlorine gas in at least two attacks in 2014 and 2015 and the nerve agent sarin in an aerial attack on Khan Sheikhoun in April 2017 that killed about 100 people and affected about 200 others.

The rival resolutions that paralysed the Security Council had small differences that Russian Federation and the West hoped to score points with rather than act on Syria.

After a break for consultations to try for a compromise, Russian Federation introduced another resolution similar to its previous one, except that it did not include the independent investigation mechanism proposal.

After the defeat of Russia's second resolution, Russian Ambassador Vassily Nebenzia said to U.S. Ambassador Nikki Haley: "I would once again ask you, once again beseech you, to refrain from the plans that you're now developing for Syria".

Following the vote on the USA -drafted resolution, a Russian-drafted text failed to get the needed votes to pass the council.

The US has threatened a "forceful" military response to the attack, while Russian Federation has warned of "grave repercussions" if military action against Syria is launched.

Later, Nebenzia, addressing Haley directly, said, "I would once again ask you, once again beseech you, to refrain from the plans that you are now developing for Syria".
