The exchange follows the poisoning of a former Russian spy in Britain, and comes amid Moscow's stern warnings to the West against striking Syria.

During a meeting of the UN security Council, UN Secretary-General antónio Guterres said that the world is experiencing a period of the cold war.

And he said the safeguards and mechanisms that managed the risk of escalation between the US and the Soviet Union in the past "no longer seem to be present".

US President Trump appeared to roll back somewhat on his threat for a military strike against Syria, tweeting that action could be taken "very soon or not so soon at all".

She said of the alleged chemical attack that "Russia can complain all it wants about fake news, but no one is buying its lies and its cover-ups".
