Canada talking to pipeline company about aid to solve crisis”

"I have instructed the minister of finance to initiate formal financial discussions with Kinder Morgan, the result of which will be to remove the uncertainty overhanging the Trans Mountain pipeline expansion project", Trudeau told reporters.

"We are going to get the pipeline built".

The prime minister didn't shy away from criticizing Horgan.

Horgan said Trudeau laid out "legislative and financial measures" to push the project forward, but he did not elaborate.

He made his comments in a news conference following an urgent meeting with premier Rachel Notley of Alberta and her British Columbian counterpart, John Horgan.

Horgan said that B.C. will "abide" by the court's decision.

Kinder Morgan Canada, part of Kinder Morgan Inc, is threatening to abandon the project unless it receives sufficient clarity about the path ahead on May 31.

"Despite all of the commonality between the three of us, we continue to disagree on the question of moving diluted bitumen from Alberta to the port of Vancouver", Horgan said. "However we remain committed to ensuring our jurisdiction in this regard".

"At the end of the day, we agreed that there may well be an opportunity for us to have officials address some of the gaps that we perceive to be in the Oceans Protection Plan", Horgan said in a press conference.

Horgan refuted the notion that Ottawa would punish B.C. financially for opposing the pipeline, saying that there were "no threats, no intimidation" from Trudeau in the closed-door "collegial meeting among peers".

Without that access to other markets, Trudeau said that that the billions being lost to fund things like health care "is not something we can accept as a permanent anchor on our national prospects".

Both the federal and Alberta governments have already suggested they could take a stake in the project.

And unless the meeting Sunday changes her mind, Ms. Notley's government is expected to introduce legislation next week that will give it the ability to restrict oil and gas shipments to British Columbia, and so driving up prices in the province.

Trudeau, meanwhile, has long insisted the Kinder Morgan pipeline is within federal jurisdiction and that Horgan's government has no authority to block it - a claim Horgan wants the courts to evaluate, and one with which he says he plans to press ahead. Construction on the pipeline expansion itself has yet to begin and needs to start by the end of May if the company's plan to get the oil flowing through it by the end of 2020 is to work.

Alberta's response has been to threaten retaliation, possibly by throttling the flow of oil and refined fuel products to B.C., triggering concerns that both a trade war and constitutional crisis may erupt.

Trudeau needs the support of British Columbia voters to win a second term next year.

"Kinder Morgan's announcement on Sunday was unexpected", said a senior government official who declined to be identified given the sensitivity of the situation.

The remainder are still under review.

"That is exactly what we are doing", he said of the Trans Mountain salvage plan.

"We engaged in financial discussions with the pipeline owner, Kinder Morgan", he said.

"If the national interest is given over to the extremes on the left or the right, if the voices of the moderate majority of Canadians are forgotten, the reverberations of that will tear at the fabric of Confederation for many, many years to come", Ms. Notley said on Monday, referring to the power-sharing system that Canada adopted in 1867. "The message this sends to investors is that if they issue ultimatums for projects based on fundamentally faulty economic rationale, the Prime Minister will put taxpayer dollars on the line to bail them out".
