Ten weeks after March's inconclusive election in Italy, the coalition government that is under formation between the anti-establishment 5-Star Movement and the far-right League is making a series of economic promises.

Matteo Salvini, head of the nationalist League, had earlier said in a statement he and Five Star Movement (M5S) leader Luigi Di Maio were "writing history" and would call President Sergio Mattarella.

An Italian court has lifted a ban on three-time former prime minister Silvio Berlusconi running for elected office, Italy's media reported on Saturday, clearing the way for yet another political comeback.

As reported by the Reuters news agency, the marriage being sealed between the two parties is seen as an unlikely and worrying prospect by most analysts before the March 4 election ended in a hung parliament.

But it seems the decision has come too late, as the M5S and the League have reportedly come to an agreement on a government program.

Salvini and Di Maio are scheduled to meet again in Rome on Monday before being received at the Quirinal, the presidential palace.

A right-wing coalition including the League and Mr Berlusconi's Forza Italia (FI) party won 37 per cent of the vote in March 4 elections, while the M5S became Italy's largest single party with almost 33 per cent.

The flat tax that the League says will help businesses and individuals, the citizen's income plan advocated by Five Star, and a pledge by both for pension reform, have fueled investors' concerns that their agenda would weigh on the euro zone's third-biggest economy - already burdened by a massive debt pile. He said he also wanted to "defend Italy" in the European Union.

A neutral "non-party" candidate is likely to be chosen as the new prime minister.

Di Maio and Salvini could serve as deputy premiers, with Di Maio also as foreign minister and Salvini as interior minister.
