He said the town suffered from "an epidemic of rough sleeping and vagrancy" and and wrote in a letter that "bags and detritus" from local homeless people created a "hostile atmosphere" for residents and tourists and presented "a handsome town in a sadly unfavorable light".

"A scheme has been set up for those who choose, to store their belongings at the Windsor Homeless Project during the Royal Wedding, and our officers have been assisting with transport of belongings, however this is entirely voluntary to ensure the safety of the homeless community".

Sussex Homeless Support says that Royal Borough has given the shelter a designated parking space, and that police will be signposting people towards it. Dudley's comments earned him widespread criticism from the public and politicians, including British Prime Minister Theresa May.

The Windsor homeless population controversy comes amid a rapid rise in homelessness in the U.K. The number of people living on the streets has increased by 134% since the Conservative Party came to power in 2010, according to the National Audit Office.

John Perry, landlord of the Queen Charlotte in Windsor, close to where the Royal Wedding will be held, predicted a busy day as well.

The Windsor Homeless Project, who are working with the police to store rough sleeper's belongings, are also selling commemorative wedding memorabilia to raise money. Anyone with large items that are deemed to be a security risk are likely to have those items removed'.
