The storm was about 85 miles north of the Dry Tortugas as of Sunday morning, producing winds up to 40 mph and dumping rain, according to a National Hurricane Center advisory.

Subtropical Storm Alberto is expected to hit the panhandle of Florida Monday afternoon while bringing the threat for heavy rain, gusty winds, and risky storm surge for those areas. The coastal Carolinas and southern Florida are expected to experience even more rain. An average of 2 to 4 inches of more rain is expected, with some higher amounts. There is also a high risk of unsafe rip currents and extremely rough bay waters.

USA forecasters followed suit by issuing a tropical storm watch for parts of the Gulf Coast from the Florida Panhandle southwest of Tallahassee to the New Orleans metropolitan area.

Tropical storm warnings are in effect from the Mississippi/Alabama border all the way through to Bonita Beach, Florida.

Rick Scott (R) also declared a state of emergency in all of the state's 67 counties on Saturday.

The storm now has maximum sustained winds of almost 50-miles-per-hour and is likely to become a tropical storm. Subtropical storms can develop into tropical storms, which in turn can strengthen into hurricanes.

The first named Atlantic storm of 2018 is expected to intensify and bring wind speeds of 100+ km/h to the Gulf Coast when it approaches over the holiday on Monday, he said.

States of emergency were declared in Florida, Alabama and MS on Saturday as upwards of 15 inches of rain is forecast for the national Memorial Day weekend holiday. Gradual strengthening is forecast until the system reaches the northern Gulf Coast.

In the Baltimore suburb of Ellicott City, a massive storm caused flash flooding on Sunday that swept through its historic Main Street area, local news video showed. Forecasters warn that the storm could bring heavy rain and a risk of flooding and flash flooding to western Cuba, the Keys and South Florida through Sunday.

In Taylor County, there were voluntary evacuations for those in coastal zones and beach communities, mobile homes, RV parks and low-lying areas. Today there is another 60% chance for scattered showers and thunderstorms throughout the day.

Areas that typically flood easily will have the potential to do so next week.

The early storm doesn't necessarily mean hurricane season will be as busy as last year's though. Sustained winds could be up to 50 miles per hour by then.

Alberto got an early jump on the 2018 hurricane season, which doesn't officially start until June 1.

During the weekend, meteorologists began predicting Alberto would land closer and closer to the Wiregrass, varying from forecasts that originally projected a landfall near Biloxi, Mississippi.
