There is obviously a human cost to separating children - especially young children - from their parents. Children with them are being transferred to HHS, which finds placements for them, often with relatives in the U.S.

'We (in the Obama administration) never thought we would separate the parents and the children, ' Fresco said. Parents who balk at giving their fingerprints to the government could be forced to leave their children in long-term foster care.

"Flores is not supposed to override a parent's choice and have their child sent to a odd facility, ' said Lee Gelernt, deputy director of the ACLU's Immigrants" Rights Project.

Reports that spread on social media over the weekend mistakenly claimed the government "lost" 1,475 children a year ago, but the most recent data indicate the government is detaining more underage migrants for two months or longer.

Other liberal activists also linked to the Arizona Republic story using the hashtag "WhereAreOurChildren, " which grew out of testimony in April by a federal official that the U.S. government had lost track of almost 1,500 unaccompanied minor children it placed with adult sponsors in the United States. Most of the children came from Honduras, El Salvador and Guatemala and were fleeing drug cartels, gang violence and domestic abuse, according to government data.

Mr. Wagner said in his congressional testimony and again on Tuesday that the Trump administration tries to follow up on the whereabouts of the children after they have been placed with sponsors, though the government wasn't responsible for them at that point.

Kolb said the federal government should make a greater effort to hold sponsors accountable when the youths fail to attend school or skip immigration court hearings. "That characterization that the kids are missing is incorrect".

"If you are smuggling a child, then we will prosecute you and that child will be separated from you, probably, as required by law", Sessions declared in speeches in Scottsdale, Ariz., and San Diego on May 7.
