The Harvard study, published Tuesday in the New England Journal of Medicine, found a lack of access to medical care was the primary cause for an increase in mortality rates in the roughly three months after Hurricane Maria made landfall on Puerto Rico on September 20.

And with Friday's official arrival of hurricane season, Dávila wonders whether Puerto Ricans will be better prepared.

The 2018 Atlantic Hurricane season is set to begin on June 1 and is estimated to be fairly busy. The study was based on in-person interviews. They found that 31 percent reported disruptions in medical services, and more than 14 percent said they were unable to access medications. "But I consider it a great honor, maybe because I know so many people from Puerto Rico that are such great people".

"There was a disaster caused by Irma and Maria, and then there was a disaster caused by the Trump administration, and their negligence", San Juan Mayor Carmen Yulin Cruz said Wednesday after the higher death toll report. The report has suggested that in order for the U.S. to mobilise an "appropriate response operation" and "account for the fate of those affected", the country should "review how disaster-related deaths will be counted".

"We decided, let's take the path of Maria and Irma ... and say we are going to focus on the hurricane paths because those are most likely the most impacted communities", said Jose Terrasa-Soler, the secretary of the organization.
