The Republican-led Federal Communications Commission voted along party lines in December to repeal the rules, which were meant to prevent internet providers from blocking, speeding up, or slowing down access to specific online services. Net neutrality rules were created for two reasons. New online services will have a hard time competing if they have to pay to be in the "fast lane". The second concern for users is the bundling of services.

Pai says he believes the net neutrality rules adopted during the Obama administration discourage internet providers from making investments in their network to provide better, faster online access.

Ajit Pai, the Republican chairman of the Federal Communications Commission (FCC), is promising that consumers will be protected as his repeal of the 2015 net neutrality rules goes into effect Monday. Last month, the FCC received the required approval from the Office of Management and Budget in order to keep with the June 11 schedule. Getting the House to vote on the matter requires a special discharge petition to be signed since House Speaker Paul Ryan (R-Wisconsin) does not support the motion. Some states, like New Jersey, Washington, and California, have been actively working on state laws that would keep net neutrality alive within their jurisdictions.

The general uncertainty around the future of net neutrality is likely to extend through much of this year, according to those pushing for legislation and litigation, if not longer. What's more, five Democratic governors have issued executive orders barring their states from doing business with a broadband firm that violates the principals of net neutrality.

Net neutrality looks set to live on in piecemeal form as some U.S. states are enacting legislation that will require telecoms companies operating in their territories to abide by similar laws.

"It's patently illegal for the states to make their own internet policy", Roslyn Layton, a visiting scholar at the American Enterprise Institute who served on President Trump's transition team for the FCC, told CNNMoney last month.
