Tom Cotton (R-Ark.), one of the chief authors of the amendment. Several, actually. The ban wouldn't be lifted until ZTE pays a $1 billion fine and places $400 million more in escrow in a US -approved bank for 10 years to cover any future violations.

Among other things, the measure would restore penalties on ZTE for violating export controls and bar US government agencies from purchasing or leasing equipment or services from the Chinese company.

Democratic and Republican lawmakers have said they believe ZTE's sales to Iran represent particularly "dangerous" breaches of USA national security. After all, a Congressional report from 2012 called ZTE and Huawei threats to US national security.

To save his ZTE deal, Trump would have to veto the entire defense-authorization bill, which would go against his long-standing statements on the military and USA defense protocols.

"These companies have direct links to the Chinese government and Communist Party".

"The Chinese government uses these companies for espionage and intellectual property theft, posing a direct threat to our national security and endangering the American people and our economy", said Sen. The Senate Republican cosponsors are Florida's Marco Rubio and Maine's Susan Collins. Chris Van Hollen (D-Md.) and Senate Minority Leader Charles E. Schumer (D-N.Y.), filed their amendment to claw back the Trump administration's ZTE deal the same day it was announced. He stressed that lawmakers must "remain clear-eyed and unified on the threat China poses to USA interests and national security", even if the president wasn't.

Senators are looking to rein in those tariffs in the defense bill, too. North Korea is largely dependent on economic ties with China, where leaders had claimed that absent a ZTE deal, the telecom giant would collapse. In April, the White House announced a seven-year ban on the company buying US parts after it said the company violated USA sanctions on trade with Tehran and Pyongyang. And because many items covered in the bill are popular with members of both chambers, most Senators expect the bill to pass Congress and be signed into law by the president.

The ZTE provision was included as part of a non-controversial "manager's package" of changes, which is likely to be easily approved.

The ban was placed on ZTE to punish it for violating U.S. sanctions.

The bill is just a few steps away from reaching the White House. John Cornyn (R-Tex.). "There'll be a conference between the House and the Senate on the defense authorization bill".
