White House economic adviser Larry Kudlow continued the war of words between the Trump administration and Canadian Prime Minister Justin Trudeau on Sunday morning.

And in Ottawa on Monday, International Trade Minister Francois-Philippe Champagne urged lawmakers to speed ratification of the Trans-Pacific Partnership that might offset losses in United States trade by binding Canada closer to Asia, Australia and Latin America.

Kudlow said allies should understand that Trump "will do what is necessary to protect the USA, its businesses and its workforce", adding that Trump "has always said, and I agree, tariffs are a tool in that effort".

"It would be with regret but it would be with absolute certainty and firmness that we move forward with retaliatory measures on July 1 applying equivalent tariffs to the ones that the Americans have unjustly applies to us", Trudeau said at a press conference closing the summit.

The U.S condemnation stems from Trudeau's assertion that Canadians "are polite, we're reasonable, but we also will not be pushed around", a point he had made several times before.

During an interview with ABC's George Stephanopoulos, Trump recounted seeing Trudeau's statement following the G7 summit in Quebec, Canada, during which the prime minister promised to fight back against the US's trade restrictions.

Chief trade adviser Peter Navarro said there's "a special place in hell" for Trudeau and anyone else who negotiates in "bad faith" with Trump.

With politicians on both sides of the House supporting retaliation against penalties on Canadian steel and aluminum, John Ries, a professor with UBC's Sauder School of Business, says that might lead to US President Donald Trump backing off.

Mr Trudeau did not respond to questions about Mr Trump when the prime minister arrived at a Quebec City hotel on Sunday for meetings with other world leaders, though Mr Freeland later told reporters that "we don't think that's a useful or productive way to do business".

European officials said Trump had tried to water down the language in the draft communique on the WTO and rules-based trade.

But Trump had already said he would not hesitate to shut countries out of the United States market if they retaliate against his tariffs.

Threatening such a change could be another effort to advance the negotiations in order to secure a congressional vote on a revised deal by the end of the year, according to worldwide law firm Sandler, Travis & Rosenberg.
