The latest development comes as European leaders reached a deal early on Friday to establish "controlled centres" in member states to determine the eligibility for asylum of migrants and refugees who reached Europe.

Migrants who survived the sinking of an inflatable dinghy boat off of the coast of Libya arrive on the shore of al-Hmidiya, east of the capital Tripoli.

Libya represents a major transit point for African migrants seeking access to Europe, especially Italy.

This is the fifth year in a row that the "grim milestone" has been crossed, Charlie Yaxley, a spokesman for refugee agency UNHCR, said.
