The White House reportedly sent an email to industry stakeholders Monday night, highlighting Kavanaugh's pro-business and anti-regulation record in an attempt to get their help to push through his nomination.

"This incredibly qualified nominee deserves a swift confirmation and robust, bipartisan support", Trump said. Several of his opinions were dissents that eventually were vindicated when Supreme Court majorities saw the issue the same way he did.

In his remarks on Monday, Kavanaugh sought to spotlight his bipartisan credentials. "So it is in this case", Kavanaugh wrote.

Still, with his eye, as ever on ratings, Trump did not let it be known until mid-afternoon on Monday that he had made up his mind.

Mike Sacks, a reporter for the Fox television affiliate in NY and a self-described lapsed lawyer, was among the first to make the connection on Twitter. Heidi Heitkamp of North Dakota, Joe Donnelly of IN and Joe Manchin of West Virginia.

All three states lean heavily Republican.

Democrats are certain to press Mr Trump's latest nominee on the landmark 1973 Roe v Wade ruling that legalised abortion nationwide.

With a slim one vote majority in the Senate, any GOP defections could prove problematic in winning confirmation for Trump's eventual choice, that is if Democrats hold together in opposition.

Meanwhile, the conservative Judicial Crisis Network said it will launch a $1.4 million ad buy in four states - Alabama, Indiana, North Dakota, and West Virginia - introducing the nominee in a favorable light.

The group started advertising after Justice Anthony Kennedy announced his retirement. Trump's sister, a retired federal judge, served with Hardiman on the 3rd Circuit and reportedly recommended him for the job.

Trump spoke to reporters Sunday afternoon as he concluded a weekend in New Jersey spent deliberating his decision at his private golf club.
