Trump trade policies hurting United States farmers, businesses: senators”

"The administration is wrong to use "national security" as a pretext to impose taxes on steel and aluminum from our closest allies", said Toomey. "I've offered bipartisan legislation with Senators Flake, Johnson, Isakson, Shaheen and others for Congress to reclaim its appropriate role and responsibility with respect to setting tariff policy".

Republican Senator Bob Corker, who has already introduced legislation to curb the president's trade authority, said the motion was a "baby step".

It was far from clear, though, that the large number of Republicans who voted in support of Wednesday's non-binding language would be willing to vote for legislation that would actually impose limits on Trump's authorities on trade. He said he would do everything in his power to defeat any efforts to rescind them, but said he agreed that Congress should have a role when the tariffs are determined.

"I don't think this administration understands how fortunate we are to have the neighbours we have", he said.

The administration has used Section 232 of the Trade Expansion Act of 1962 in conjunction with executive orders to impose steel and aluminum tariffs on the EU, Canada, China and other countries. I will continue to push for binding legislation that requires congressional approval of national security-designated tariffs.

"Tariffs are a tax on the American people, and as the USA economy and American businesses and consumers begin to feel the damaging effects of incoherent trade policy, I believe support for our legislation will only grow", Corker said in a statement, as quoted by Inside Trade.

"From a foreign policy perspective", said Young, "I see an important distinction between 1979 Iran and Canada today".

Section 232 is the provision of trade law that gives the president authority to unilaterally level tariffs if he determines that foreign imports threaten USA national security.

When Corker suggested that the US exports more steel to Canada than the other way around, Singh said Canada was not considered a security threat.

Brown said he was voting in favor of the non-binding measure because Congress "should have a role in all trade policy. It's not a vote to rescind the steel tariffs". "The disruptions and costs of these tariffs are clear".

The Trump administration is also weighing imposing tariffs on autos and auto parts under the Section 232 authority, a move some GOP lawmakers believe could be economically ruinous.

Several senators said Trump was making it hard to work with allies to counter China. House Ways and Means Chairman Kevin Brady, a Texas Republican, said in an interview that in the "long term" he wants to examine national-security tariff powers, but for now he is working to ease the ability to seek exclusions from tariffs.
