Vienna, Austria has toppled Melbourne, Australia as the world's most liveable city.

And while Australia may have missed out on first place this time, three of its cities were among the best scoring, with Adelaide (96.6%) and Sydney (97.4%) coming behind Melbourne in 10th and fifth place.

The 2018 index of global livability compiled by The Economist Intelligence Unit has the Alberta city ranked behind Vienna, Melbourne and Osaka.

The study rates cities in the world using a number of measures, including stability, healthcare, culture and environment, as well as education and infrastructure, to calculate an overall liveability rating.

"A long-running contender to the title, Vienna has succeeded in displacing Melbourne from the top spot due to increases in the Austrian capital's stability category ratings", it said, referring to one of the index's five headline components.

Vancouver scored a 95 in stability and a 92.9 in infrastructure, with a ideal score in the rest.

Pakistan's Karachi was ranked just above Lagos, again most-likely due to security concerns, while Papua New Guinea's Port Moresby was ranked 136 due to its high level of crime. The survey does not include several of the world's most risky capitals, such as Baghdad and Kabul.

Stephen Cooper said Melbourne's weather "kicks Vienna's arse", while professional opera singer Anna-Louise Cole said Vienna's public transport and cycling culture "puts Melbourne to shame".

Vienna, once the capital of a large empire rather than today's small Alpine republic, has yet to match its pre-World War I population of 2.1 million.

The survey also looked at cities where long-term improvements had been made. "It's proven to be one of the safest cities in Europe", she said.
