SC to evacuate entire coast ahead of Florence”

Virginia's governor has declared a state of emergency in anticipation of the potential impact of Tropical Storm Florence.

Mandatory evacuations have already begun on the Outer Banks of North Carolina.

Immediately to the north of Virginia, Maryland Governor Larry Hogan said his state was also "preparing for the potential of historic, catastrophic and life-threatening flooding".

Florence is expected to travel between Bermuda and the Bahamas on Tuesday and Wednesday before approaching the southeastern US coast on Thursday. It warned people at the coast and inland from SC to the mid-Atlantic region to monitor the storm's progress closely and ensure they have a hurricane plan in place.

Maximum sustained winds were clocked at 140 miles per hour (220 kph) as it moved west-northwest at 13 miles per hour (20 kph).

Lining up behind Florence, Isaac was about 1,150 miles east of the Windward Islands with top winds of 75 mph early Monday, moving west at 14 mph.

President Trump, who received sharp criticism previous year for his handling of Hurricane Maria in Puerto Rico, took to Twitter Monday to urge East Coast residents to seek safety.

The Navy said Saturday that it may be necessary to send ships in the Norfolk, Virginia, area out to sea because of the coming storm.

State government offices, including schools and medical facilities, will be closed in 26 counties, McMaster said. "We are with you!"

"There is an increasing risk of two life-threatening impacts from Florence: storm surge at the coast and freshwater flooding from a prolonged heavy rainfall event inland", a forecaster from the National Hurricane Center said.

Florence is likely to bring a deadly coastal storm surge to the Carolinas and Virginia, with "staggering" rainfall that may extend hundreds of miles inland and cause flash flooding across parts of the mid-Atlantic region, NHC Director Ken Graham said in an evening webcast.

"If you think you're safe because you're away from the coast, that is not true".

Some portions of the Carolinas could see as much as 30 to 40 inches of rain from Florence, the National Weather Service said, which would lead to river flooding that "could last for days or weeks" after the storm.

Tropical-storm-force winds could reach the coastline as early as Wednesday night, at which point all outdoor preparations should be completed.

"It's just too unsafe to be outside", he warned.

AccuWeather meteorologist Brett Rossi said the ground in North and SC and Virginia is already saturated from recent rains.

He said he expects other coastal communities to follow Dare County and order evacuations either Monday or Tuesday.

Officials urged residents to pack emergency kits with enough food and water to last three to five days, flashlights, batteries, medication, a battery-operated radio and antibacterial gel or hand wipes.

Cooper also urged people to learn what evacuation routes to take, and put fuel in their vehicles in case they're ordered to leave.

Florencewill probably create more wind than Hurricane Hugo and more water than Hurricane Matthew, McMaster warned. Florence is expected to remain an extremely risky major hurricane through Thursday. "We must all be alert and ready".

As Hurricane Florence grows stronger, meteorologists say it could hit the Carolinas later this week.

"Maximum sustained winds are now 75 miles per hour, and further strengthening is forecast over the coming days", said CNN senior meteorologist Dave Hennen.

Helene, meanwhile, was still in the Atlantic's spawning ground for hurricanes off the coast of Africa, swirling with 105 mph winds and forecast to become a major hurricane, about 375 miles west of the Cape Verde islands.

In the Pacific, Hurricane Olivia triggered warnings for multiple Hawaiian islands as it blew west toward an arrival over the state as soon as late Tuesday or early Wednesday.
