Mandatory evacuations were imposed for parts of three East Coast states Tuesday as millions of Americans prepared for what could become one of the most catastrophic hurricanes to hit the Eastern Seaboard in decades.

Florence is now a Category 4 hurricane, with maximum sustained winds of 220 kilometers per hour (137 mph) with higher gusts - and forecasters say it is expected to gain more strength.

Hurricane Florence is so wide that a life-threatening storm surge was being pushed 485 kilometres ahead of its "eye", and so full of rain that a swath from SC to OH and Pennsylvania could get deluged.

"Please be prepared, be careful and be SAFE!"

While many coastal residents heeded mandatory evacuation orders, others boarded up homes and businesses and chose to courageous the storm, which is forecast to trigger severe flash flooding as it dumps as many as three feet (almost a meter) of rain in some areas. Thousands of Marines and their families evacuated from Camp Lejeune, leaving the rest to dig in ahead of what could be a direct hit.

For many people, the challenge could be finding a safe refuge: If Florence slows to a crawl just off the coast, it could bring torrential rains to the Appalachian mountains and as far away as West Virginia, causing flash floods, mudslides and other risky conditions.

The Environmental Protection Agency said Tuesday that it would be monitoring nine toxic waste cleanup sites near the Carolinas coast for potential flooding. Florence is likely to be a copious rain maker owing to how fast (or slow) it moves ashore.

Florence is located about 575 miles southeast of Cape Fear, North Carolina.

Florence is so wide that a life-threatening storm surge was being pushed 300 miles ahead of its eye, and so wet that a swathe from SC to OH and Pennsylvania could get deluged.

Two other storms were spinning in the Atlantic as the 2018 hurricane season reaches its peak.

Schools in affected areas will begin to close on Tuesday and lanes on some highways will be reversed to aid evacuations. The company issued assurances this week that it is ready for Florence, which is predicted to pack winds of up to 140 miles per hour and a 13-foot storm surge.

Storm -surge warning: South Santee River South Carolina to Duck North Carolina and Albemarle and Pamlico sounds, including the Neuse and Pamlico rivers as of 2 a.m. Wednesday, the NHC said.

It would then reach land on the North Carolina coast at about 22:00 local time on Thursday. Eastbound lanes of Interstate 26 heading into Charleston and USA 501 heading into Myrtle Beach will be reversed when the order takes effect.

"Based on that information, I have chose to order a mandatory evacuation of Zone A in Hampton Roads and the Eastern Shore", Northam said Monday.

"We have seen projections, most recently this evening, upwards of 20 inches (rain) in some areas with generally eight to 10 and 12 to 15 inches across over half the Commonwealth", said Jeff Stern, State Coordinator with the Virginia Department of Emergency Management.
