Texas saw a similar scenario in 2017, when Hurricane Harvey's center moved just inland, and its counter-clockwise rotation allowed the storm to continually pull moisture inland from the Gulf of Mexico.

Mayor John Davis has issued a Proclamation Declaring a State of Emergency for the Town of Swansboro.

The American Red Cross said more than 700 workers were headed to the region while shelters had been set up for those unable to flee.

North Carolina, South Carolina, Virginia and Maryland have all declared a state of emergency and told residents to prepare for flooding and power outages.

The federal government has made similar warnings, with FEMA Administrator Brock Long saying Florence could knock out power for "weeks". A hospital in Hampton, Virginia, was transferring patients to safer places.

"Honestly, it tears me up thinking that what if in the end of this, this is all we have left", Jones said.

Trump was widely panned for a lackadaisical response to the impact of Hurricane Maria in Puerto Rico past year, which killed almost 3,000 according to the most recent estimates. ABC reported that Boeing has stopped its operations in SC because of the threat.

Residents prepared by boarding up their homes and stocking up on food, water and other essentials, stripping many grocery store shelves of merchandise.

Some petrol stations were running dry as customers filled up.

The flooding of such hog lagoons and industrial sites could create a combination of waste that might wash into homes and threaten drinking water supplies. We've got canteens coming in.
