A siege of hurricane-force winds, heavy rain, flooding and storm surge is hammering the Carolina coast as Florence is expected to soon make landfall in North Carolina, causing a life-threatening storm surge.

Hurricane-force winds began whipping North Carolina as federal emergency management officials warned that the hurricane remained a "very unsafe storm" capable of wreaking havoc along a wide swathe of the coast.

While the storm may have slowed down slightly, it will still bring life-threatening storm surges, high winds, massive flooding and power cuts as it makes landfall on the coast of North and SC. The worst of the surge amounts predicted along the North Carolina coastline are 9-13 feet above ground, Feltgen said.

She said: "It's not the middle of a hurricane yet, so why not come for a beer?"

Roads and intersections on North Carolina's Outer Banks barrier islands were inundated.

"It truly is really about the whole size of this storm", National Hurricane Center Director Ken Graham told The Associated Press.

Early on Friday, the downtown area of the city of New Bern, on the Trent and Neuse rivers near the North Carolina coast, was underwater as emergency crews conducted several rescues, according to reports on social media.

Hurricane-force winds extended 130 kilometers from its center, and tropical-storm-force winds up to 315 kilometers.

"This is no ordinary storm, and people could be without power for a very long time - not days but weeks", a president of one energy company in North Carolina said on Wednesday. "I've got four cats inside the house".

General O'Shaughnessy said there were about 7,000 USA military personnel now in place and ready to respond to the storm, along with ships, helicopters, high-wheeled vehicles and other equipment.

"The people of North Carolina need to understand that Matthew was a Category 1 hurricane when it finally made landfall in the Carolinas, and it caused hundreds of millions of dollars in damage", US Sen.

About 5.25 million people live in areas under hurricane warnings or watches, and 4.9 million live in places covered by tropical storm warnings or watches, the National Weather Service said.

Officials in the potential path of Florence urged people to evacuate their coastal homes and directed drivers away from the coast.

The massive storm is larger than North Carolina and South Carolina - combined, according to South Carolina Emergency Management.

In Wilmington, residents who had decided not to evacuate were lining up to get ice from a vending machine - $2 for a 16-pound (7.2-kilo) bag.
