That would make Florence the costliest storm ever to hit the U.S.in terms of property loss.

Florence is now at a Category 4 level, the second highest classification on the Saffir-Simpson Hurricane Wind Scale, with winds now at 130 miles per hour (209 kilometers per hour).

For starters, the National Hurricane Center has charted another weather disturbance in the Caribbean, and it's unclear whether and how this disturbance will interact with Florence, Bell said.

Large breaking waves of 15 to 20 feet or greater are expected along the coast, resulting in significant beach erosion and ocean overwash Thursday through Friday night, the center said.

In a statement, NC State said it worked with officials from West Virginia University, the ACC and emergency management personnel to "arrive at a decision in the best interests of the safety and well-being of fans, student-athletes and all parties involved".

What's worse: Much of the Carolinas are already saturated from rainfall.

"The levels are in pretty good shape to handle the rain, but it all depends on how much rain we get", Ashby said. "We are expecting more wind than we had with Hugo and more water than we had with Matthew".

In neighboring Maryland Governor Larry Hogan said that, in declaring an emergency, his state was readying for potentially "historic and catastrophic rainfall, life-threatening flooding, and high winds". That could result serious flooding and wind damage for cities including Raleigh and Charlotte in North Carolina, and Columbia in SC.

Ahead of Florence's arrival, barrier islands were already seeing unsafe rip currents and seawater flowed over a state highway - the harbinger of a storm surge that could wipe out dunes and submerge entire communities.

"Many of the people here have never seen a storm this strong", Myers said.

The U.S. Coast Guard closed ports in Wilmington and Morehead City, North Carolina and Hampton Roads, Virginia to inbound vessels greater than 500 tons and was requiring vessels of that size to leave if they did not have permission to be in the ports.

"There's 25% more people living between Charleston (South Carolina) and Morehead City (North Carolina) than there were when Hugo was making landfall", CNN meteorologist Myers said.

"We're a resilient bunch down here. Make sure you have flashlights and batteries", Bowser said. "But this is pretty serious".

Gentry encouraged residents to be prepared for the storm by Wednesday evening and as it closes in, to stay at home.
