Kemp's charge on Sunday appeared to result from a report made to his office and the Federal Bureau of Investigation on Saturday by a Georgia businessman with an expertise in software, according to David Cross, a lawyer representing several Georgia voters who have sued the state over its decision not to use paper ballots.

The "exact match" system simply says that new registrations must match the name of the applicant exactly. Those voters will be able to vote, he says, as long as they show proper identification like every other voter.

Kemp briefly addressed attendees to laud President Trump for "having Georgia on your mind".

Already a historic matchup, with Abrams trying to become the first black woman elected governor in US history, it has morphed in recent weeks from a battle of clear ideological differences into a racially charged argument over ballot access and voter fraud.

She has accused Kemp of using his post as secretary of state to make it harder for certain voters to cast ballots.

According to AP interviews and records released by the Georgia Democratic Party, the lawyer for the election-security advocates, David Cross, notified both the Federal Bureau of Investigation and Kemp's counsel Saturday morning that a citizen had alerted him to the flaw.

"It sort of jumps off the page at me as being something that probably should have been turned over to the [Georgia Bureau of Investigation] or to an appropriate district attorney to investigate", Cox told the Atlanta Journal-Constitution.

Abrams called Kemp's allegations of hacking "a desperate ploy" and a distraction from those scandals.

During a campaign stop Monday, Kemp acknowledged "a potential vulnerability that we found about" but insisted without offering details that the state's election systems are secure.

Sunday's allegation against Georgia Democrats is not the first time Kemp cried foul about the alleged hacking of a voter system. "He made up a story like a 6-year-old trying to cover his tracks".

"I don't want anyone to vote for me because I'm black", she said.

Whatley, 33, said she didn't appreciate how Kemp has adopted Trump's rhetoric on immigration. "And the president needs some help at the state level from time to time, so I want to encourage you all to get out and vote on Tuesday", Kemp told the raucous crowd.

"If it involves your own election", she continued, "I just can not imagine the candidate remaining involved in the investigation of something that might relate so directly to their own race. You need to vote for us because we're better".
