The Camp Fire, which is located north of Sacramento, quickly burned the entire town of Paradise to the ground. That was at 113,000 acres and 25 percent contained as of Monday, according to Cal Fire.

Firefighters and water-dropping aircraft quickly corralled the flames but fire officials said the new outbreaks showed critical fire weather was continuing and the public should be alert.

Officials say more than 4,500 firefighters are on day four of their battle against the blaze. For a while, there was a lull in the strong winds in the region, but forecasters are predicting gusts as high as 64 kilometers per hour late Monday.

Lady Gaga and members of the Kardashian family said they were forced to evacuate their homes because of the Woolsey Fire, which authorities said has destroyed more than 370 structures.

Authorities have also reopened USA 101.

The town of Paradise is in a red flag fire warning zone, as is Thousand Oaks and towns just above Los Angeles.

"We have strong evidence of Southern California Edison's responsibility for the fire", said Alex Robertson, a plaintiff lawyer who also has brought cases against the utility over the mudslides that destroyed parts of coastal Montecito, California, a year ago as the result of wildfires. However, in cases in which missing people are not found alive, he said relatives may be asked to provide a DNA sample to help authorities identify the remains.

Statewide, 150,000 remained displaced as more than 8,000 fire crews battled wildfires that have scorched 400 square miles (1,040 square kilometers), with out-of-state crews continuing to arrive. With the cause of the inferno under investigation, Pacific Gas & Electric Co. came under scrutiny after telling state regulators that it had been having a problem with an electrical transmission line in the area before the fire broke out.

Gov. Jerry Brown has declared a state of emergency and said California is requesting aid from the Trump administration.

The fires touched off a series of antagonistic-and "ill-informed"-tweets from President Donald Trump, who erroneously blamed the fires on "gross mismanagement" of the state's forests".

On Saturday, Trump tweeted threateningly from Paris, "There is no reason for these massive, deadly and costly forest fires in California except that forest management is so poor".
