Malaspina was the co-owner of Pellegrini's Espresso Bar, which opened on Bourke Street 60 years ago and is credited with helping to kickstart Melbourne's cafe culture.

The Lakeside Joondalup cafe is offering free long blacks throughout Tuesday and has encouraged customers to participate to show their respect.

"To him everyone was special", the statement read.

"In honour of Dad's memory the wonderful staff at Pellegrini's are determined to continue his legacy with the same passion".

His death shocked the city and nation, as few who encountered 74-year-old during his 44 years of running Pellegrini's forgot meeting the Italian-born charmer who many regarded at the CBD's beating heart.

"I spoke to his family again this morning, and they have accepted my offer of a state funeral next week, with more details to come".

A state funeral will be held for Mr Malaspina next week.

Staff said they were looking forward to opening the restaurant doors tomorrow "and providing Melburnians with the opportunity to remember our friend and colleague in a place that he loved and they love".

"Like when the needles in the strawberries was happening, he would give people a discount on their coffees if they showed us they bought strawberries that day".

To the emergency services personnel, our gratitude and appreciation for all your hard work and efforts. Malaspina has owned the cafe since 1974 with his business partner Nino Pangrazio.

"He was a distinctly recognisable figure in his colourful choice of clothing and his flamboyant personality".

Especially the first responders and police that put themselves in harm's way to protect others - your bravery and heroism is a representation of the strength and solidarity of our community.

"We still haven't come to terms with it, we just haven't come to terms with it yet".

Ms Davie has launched an online crowd-funding campaign to help her brother pay his bills until he is well enough to return to work.

"It's not surprising he would step in to help others, we all wish him well", he said.

"We see situations where people are given suspended sentences, or there is no deterrent, there's no impact that you might see in other jurisdictions of the custodial sentence".

"It is important for us to get as much information from the imams, from spouses, family members, community members, council workers, people that might be interacting with those that might have changed their behaviours, that they think have been radicalised", Mr Dutton said. "Pellegrini's was your life".
