While visiting California this weekend, President Donald Trump said Finnish President Sauli Niinisto told him that "raking" was part of the country's forest management before insinuating that it's something the United States should be doing to mitigate wildfires.

Crews searching for remains of people after the devastating Northern California wildfire are stepping up their efforts ahead of rains forecast for later this week that could complicate their work.

"And they're raking them - they're on fire", Trump said.

Trump traveled to the Malibu area of Southern California later on November 17 to see the effects of the "Woolsey Fire", which killed three people and burned more than 98,000 acres. "And when they do, it's a very small problem".

Trump visited Paradise on Sunday, to check out the damage for himself.

The Butte County Sheriff's Office said the list of the missing is compiled using information received from a special hotline, as well as emails and emergency-911 calls that came in during the first chaotic hours of the blaze.

Authorities attribute the high death toll from the blaze-dubbed "Camp Fire"-partly to the speed with which flames raced through the town with little warning, driven by strong winds and fueled by drought-desiccated scrub and trees".

Asked by Fox News host Chris Wallace whether climate change was the larger factor in the forest fires, Trump dismissed the idea.

The fire also burned many places to the ground, creating a landscape unique to many search-and-rescue personnel, he said.

In an interview with Fox, he claimed "nobody's ever seen what's going on over there" in California - despite it being the nation's most populous state, and media extensively covering the fire since it began. "It's like total devastation", Trump said as he stood amid the ruins of Paradise. "It's back and forth between the state and the feds".

He added: "I think people have to see this really to understand it".

"Let's hope he gets us some help", said Couch, who voted for Trump and whose house was among those burned down last week.

Trump has blamed the recent spate of fires on forest mismanagement, and he said he discussed the issue with Brown and Newsom on the ride into Paradise.

That, and Finns don't rake forests, only their parks and yards.

Northern California's Camp Fire has destroyed almost 10,000 homes and torched 233 square miles.

The Woolsey fire has been linked with three fatalities and has destroyed at least 500 structures in the mountains and foothills near the Malibu coast west of Los Angeles.
