NPR's Alison Kodjak reports that the ACA expanded Medicaid, which has allowed more than 10 million people to get coverage in states that chose to expand the program.

"It's absolutely ludicrous to hold that we do not know whether the 2017 Congress would have wanted the rest of the ACA to exist without an enforceable mandate, because the 2017 Congress did exactly that when it zeroed out the mandate and left the rest of the ACA standing", Gluck said.

The Affordable Care Act was passed in 2010 and became the signature domestic policy achievement of the Obama administration.

The Supreme Court upheld ObamaCare's individual mandate requiring individuals to purchase health insurance in 2012.

The White House praised the court's ruling that the entire ACA, known as Obamacare, is unconstitutional due to a change in federal tax law.

"You might have heard about a federal court decision on a Republican lawsuit trying to strike down the Affordable Care Act in its entirety", Obama wrote on Facebook and then shared on Twitter.

Insurance and physicians' groups were less enthusiastic.

Obamacare was struck down by a Texas federal judge in a ruling that casts uncertainty on insurance coverage for millions of US residents, drawing sharp condemnation from some medical professionals and a vow for action by top Democrats.

AHIP's opposition to the ruling, however, has little to do with this potential suffering and everything to do with the threat to the insurers' bottom line.

Under the original law, those who failed to comply with that requirement would face a tax penalty.

"This ruling is a first, not a final step, in a long legal process and will not impact next year's coverage". The Affordable Care Act touched nearly every aspect of health care, from Medicare and Medicaid to generic biologic drugs, the Indian Health Service, and public health changes like calorie counts on menus.

Congressional Democrats were quick to oppose the ruling in demagogic fashion.

"There's no reason why the individual mandate provision can't be struck down and keep all the good provisions of the Affordable Care Act", Collins said on "State of the Union" on CNN.

"The ruling seems to be based on faulty legal reasoning and hopefully it will be overturned", said a statement from Senate Minority Leader Chuck Schumer (D-N.Y.).

Sen. Roy Blunt of Missouri, the incoming Republican Policy Committee chairman, also argued on "Meet the Press", that the judge's ruling has a limited effect in the short term.

Senator Susan Collins (R-Maine) says she believes the judge's ruling is too sweeping and expects it to be overturned, but the republican added the decision would not effect those now enrolled, and added the individual mandate is the real issue, and faces widespread opposition.

Polls consistently show strong public support for the ACA guarantee of coverage regardless of pre-existing health conditions - an issue Democrats used with great success in last month's midterm elections as they won control of the House of Representatives. Under conditions in which 51 million USA households can not afford a "survival budget" to pay for basic necessities like housing, food and healthcare, they have offered only a limited challenge to the White House drive to impose work requirements in the food stamp and Medicaid programs, and to slash housing subsidies. Trump campaigned against it in 2016.
