Negotiators from nearly 200 countries appeared close to clinching a deal Saturday on the rules that will govern the 2015 Paris climate accord, after two weeks of intense negotiations in Poland.

The agreed "Katowice Climate Package" is created to operationalise the climate change regime contained in the Paris Agreement.

Delegates at the United Nations summit, held this year in the Polish mining city of Katowice, must agree on a common rule book to put the pledges made at the landmark 2015 Paris talks into practice.

The meeting postponed decisions on pledging more ambitious action to fight global warming and on regulating the market for worldwide carbon emissions trading.

A group of 48 nations representing more than one billion people urged developed countries - responsible for the lion's share of planet-warming greenhouse gas emissions - to pay up to help the worst affected.

Scientists say global emissions need to drop dramatically by 2030 and reach near-zero by 2050 in order to prevent the potentially catastrophic consequences for life on Earth.

The problem of how to acknowledge a special report from the Intergovernmental Panel on Climate Change over the feasibility of keeping global temperatures below 1.5 degrees had also made a return, after apparently having been resolved at one stage.

That is the lower end of the 1.5-to-2C (2.7-3.6F) scale mentioned in the Paris accord.

The Intergovernmental Panel on Climate Change (IPCC) highlighted the need for greenhouse gas emissions to be almost halved by 2030 and for fossil fuel use to be slashed in order to achieve the Paris goal of limiting temperature rises to 1.5 degrees Celsius.

This is done for example through "carbon markets" - or "carbon trading", which enables countries to trade their emissions allowances.

"China and the USA have worked together with all other countries to complete the negotiation and thus make the Paris Agreement a milestone achievement in global climate governance", Beijing's chief negotiator, Xie Zhenhua, told reporters.

"If necessary, we will rebel against the negotiations", Nasheed told reporters.

"As I already said on Thursday night", the COP24 President said.

"Brazil is now working with other parties on a bridging proposal", said the country's chief negotiator, Antonio Marcondes.

Trump announced past year that the pulling out of the Paris climate accord unless he can get a better deal - a possibility that others such as the European Union and China have dismissed.

Harjeet Singh, global climate lead at ActionAid, said rich countries were "playing a cruel joke" on developing nations.

But sources close to the talks said differences remained stark on the issues of ambition, how the climate fight is funded and how best to measure and ensure the fairness of each nation's efforts to reduce emissions.

Chile will host the UN's next climate conference in December 2019 or January 2020, the country's Environment Ministry announced on Friday.

"If we let entire stretches of this planet become uninhabitable, then it will trigger enormous costs", Schulze told reporters, adding that developing technology to lower emissions would give Germany a competitive economic advantage.
