Federal officials singled out Juul electronic cigarettes for fueling the epidemic, noting that the sleek devices are by far the most popular electronic cigarettes among young people.

While e-cigarettes might help some adult smokers quit using the more unsafe combustible tobacco cigarettes, they're of no benefit at all to teens, the FDA and Adams say.

According to a spokesperson with Albuquerque Public Schools, the district bans e-cigarettes but they're updating their policy to cover all of the bases. An estimated 3.6 million USA teens are now using e-cigarettes, representing 1 in 5 high school students and 1 in 20 middle schoolers, according to the latest federal figures. "They don't realize the nicotine can interfere with their brain development, that the sweet flavors don't make the products any less unsafe", Ryan said. And a typical JUUL cartridge, or "pod", contains about as much nicotine as a pack of 20 regular cigarettes, his office stated. "Everyone can play an important role in protecting our nation's young people from the risks of e-cigarettes".

Parents need to talk to their children about the dangers of vaping and model healthy behavior, Adams said.

The survey also found a significant jump in the perceived availability of e-cigarettes.

While many states and cities have ordinances that forbid people from lighting up a cigarette in public, they're okay with vaping.

One study even showed that more than 35 percent of children reported going to the hospital after consuming liquid nicotine used in e-cigarettes.

He said: "We do know that these newer products, such as Juul, can promote dependence in just a few uses".

Last month, Juul shut down its Facebook and Instagram accounts and halted in-store sales of its flavored pods.

"We included e-cigarettes and vaping devices in the policy because nicotine in any form is highly addictive", said Cerri Banks, dean of students at the college.

"JUUL Labs shares a common goal with the Surgeon General and other federal health regulators - preventing youth from initiating on nicotine", according to a statement from Victoria Davis, a Juul spokesperson.

The Food and Drug Administration has announced a series of moves, including proposals that would keep most flavored vape products out of reach for teenagers and efforts to limit online sales. "Nicotine is uniquely harmful to young and developing brains that can cause learning, attention and memory problems, and it can prime the brain for addiction in the future", Adams said.
