"This is the city paying for direct comprehensive care (not just ERs) for people who can't afford it, or can't get comprehensive Medicaid - including 300,000 undocumented New Yorkers", Eric Phillips, de Blasio's press secretary, tweeted Tuesday morning.

The plan will provide health care to the almost 600,000 New Yorkers now using the ER as a primary provider, according to de Blasio.

"We'll put the money in to make it work; it's going to save us money down the line", de Blasio said. It provides no health coverage for residents traveling outside of the city, officials said at the news conference.

After his appearance on the program, his office clarified that the program won't technically be health insurance.

The new plan provides insurance for visits to doctors outside of hospitals; health experts say access to regular medical visits can cut down on costly hospital stays.

Unlike the MetroPlus plan, NYC Care is a program that leverages the city's hospital system.

NYC Care will launch in the summer of 2019 and cost at least $100 million annually at full scale.

Part of the idea NYC Care, aides to the mayor said, was to ease that burden while providing better health care to New Yorkers. No one should go without the health care they need.

That will include undocumented people, regardless of immigration status, de Blasio said.

De Blasio added, "Republicans in Washington are trying to tear down health care".

On Twitter, the Mayor wrote there would be an expansion to the public option and a new program called NYC Care. "The Mayor must stop abusing the middle class and treating us like his personal ATM". "A primary care doctor, an actual person that you can turn to that's your doctor, and the specialty services that will make all the difference". However, de Blasio believes it will ultimately save the city money by drastically reducing residents' trips to the emergency room. The panel concluded, in the words of a Newsday editorial, that "for patients, emphasis would be on primary care instead of hurried emergency-room sessions and days of hospitalization".

De Blasio's announcement came after California's new Democratic Gov. Gavin Newsom outlined a similarly ambitious health care agenda for his state, aimed at offering more benefits to illegal immigrants and protecting the embattled Affordable Care Act. "And we're doing that here in this city".

President and CEO of the NYC Health + Hospitals Mitchell Katz said because it was a "comprehensive clinic" if someone needed hospital services, the city would help them get to another Health + Hospital facility. It's going to be for the first time a guarantee of health care. "Then we're working out the finances".
