Trump argued Tuesday night that the wall was needed to resolve what he called a security and humanitarian "crisis".

After the four major networks made a decision to give President Trump the opportunity to address the nation during prime time at 9 p.m.

"The fact is: the women and children at the border are not a security threat; they are a humanitarian challenge", House Speaker Nancy Pelosi said in the joint Democratic rebuttal alongside Schumer.

The debate over funding for the barrier has been at the center of a partial federal government shutdown.

Pence says he's seen "clips of previous presidents talking about the importance of border security and the importance of addressing illegal immigration".

Schumer said Trump "just used the backdrop of the Oval Office to manufacture a crisis, stoke fear and divert attention from the turmoil in his administration".

Trump did not mention that idea Tuesday night. People expect their government to work. For weeks he has dug in on a signature campaign promise to his base voters, the pledge to build an impregnable "beautiful" wall along the U.S. -Mexico border. They don't build walls because they hate the people on the outside, but because they love the people on the inside. "The life of an American hero was stolen by someone who had no right to be in our country". I've held the hands of the weeping mothers and embraced the grief-stricken fathers.

After Trump said that "innocent people" are being "horribly victimized" by immigrants who commit crimes, Smith quickly added perspective.

Trump was almost halfway through his 9-minute address before he mentioned the wall, describing it as a request from law enforcement rather than his longstanding political pledge. "Unfortunately, President Trump keeps rejecting the bipartisan House-passed bills". And Senate Democrats have approved similar funding year after year. The administration says it will act on its own to ensure the refunds. The mounting impact of the partial shutdown, which initially was limited but will increase as more federal workers miss paychecks this cycle and services like those at national parks suffer, is likely to increase pressure on Congress and the White House to forge a deal in the coming days. On Monday, Kellyanne Conway, the White House counselor, admitted that this was "an unfortunate misstatement" as most of the individuals were stopped at airports.
