Trump Says He's Eyeing Citizenship Path in Worker Visa Program”

Also, simplifying a path to citizenship for H1-B visa holders would nearly certainly need congressional approval.

President Trump vowed in a tweet on Friday to make changes to the H-1B visa program in the USA, including offering a potential path to citizenship for visa holders.

He was referring to a set of rule changes that were proposed by the administration last December to introduce electronic registration of petitioners to replace the lottery system, which is meant to make the process less expensive, simpler and certain - to "reduce overall costs for petitioners and create a more efficient and cost-effective H-1B cap petition process".

"H1-B holders in the United States can rest assured that changes are soon coming which will bring both simplicity and certainty to your stay, including a potential path to citizenship".

The president's softening on the legal immigration through H-1B issue did not please the American tech workers constituency that has campaigned against the H-1B guest worker program citing widespread misuse, and which supported him in hope that he will curtail it.

The H-1B visa, under the Immigration and Nationality Act, lets USA employers temporarily employ foreign workers with at least a bachelor's degree for speciality occupations. "We want to encourage talented and highly skilled people to pursue career options in the U.S". "In the annual battle for H-1Bs between IT outsourcing companies and tech companies seeking longer-term workers, this rule would probably help the latter", Doug Rand, co-founder of Seattle startup Boundless Immigration and a former immigration policy official in the Obama White House, said in November.

The Trump administration, she said, has stepped up its measures to detect employment-based visa fraud and abuse, but certain non-immigrant visa programmes need reform in order to protect American workers better. The president has threatened to call a national emergency if Congress doesn't reach an agreement to fund his border wall.

In the first two years of his presidency, Trump administration made it tough for the H-1B visa holders over their overstay, extension and issuing of new visa to them.

Trump campaigned for president on a promise to crack down on immigrants, who he said took jobs away from United States citizens. Any job that requires workers to have at least a bachelor's degree falls under the H-1B for specialty occupations.

Trump's major announcement on H-1B visas - through twitter, without any further details - comes as part of his known preference to attract and retain best talent in the US.
