On a global basis, hiring intentions remain positive for the second quarter, with 40 of 44 countries surveyed in the report planning to increase headcount.

According to the survey, hiring activity in Singapore is expected to remain modest for Q2 2019, with employers in Singapore reporting a seasonally adjusted Net Employment Outlook of +11%. Employers in Professional & Business Services have a +23% employment Outlook fueled by growing demand for knowledge workers with the right balance of human strengths including communication and collaboration and technical capabilities from coding to data analytics.

Those looking for a job in Vancouver or Victoria have reason to be pragmatic.

Hiring intentions outside of London are increasingly conservative heading into Spring nearly across the board, including the East (down nine points to +3%), Wales (down nine points to 0%), the South West (down seven points to +1%) and North East (down five points to 0%). "With seasonal variations removed from the data, Barrie's second quarter net employment outlook of minus two per cent is a three percentage point decrease when compared to the previous quarterly outlook". This is the seventh consecutive year of double-digit hiring Outlooks in the US, according to the survey of more than 11,500 USA employers.

When compared with this time one year ago, employers report weaker hiring intentions in six of the 10 industry sectors.

Adding to the sense of pressure, the downbeat Finance and Business Services sector has fallen five points to -1% in what is only the second time in the last decade it has been in negative territory.

However, hiring prospects improve in three sectors, most notably by 14 percentage points in the Agriculture, Hunting, Forestry & Fishing sector and by 5 percentage points in the Electricity, Gas & Water sector.

The report shows Greek employers as being quite optimistic about the next few months, with the total employment prospects index pointing to an increase of 21 percent, which would represent an 11-year peak. The public service administration, finance and insurance markets are also expected to see job gains. Meanwhile, Micro- and Medium-size employers report cautious hiring plans with Outlooks of +1%.
