All-Star game voting will see a significant overhaul with fan voting in two rounds.

In 2019, the sport will operate with July 31 as its lone trade deadline.

All-Star bonus payments will be given to the top three vote getters at each position, including the top six outfielders. The MLBPA didn't agree to the rule change, via reports, but the Commissioner's Office can implement it anyway next year. Fans will vote online for All-Star starters, and the top three vote-getters will take part in a one-day election, which could lead to a bevy of clever electioneering, social media engagement and displays of personality players rarely show.

Major League Baseball and the Major League Baseball Players Association today jointly announced a series of rule changes that will go into effect over the next two seasons.

Major League Baseball and the Players Association will form a joint committee to consider other changes. Home Run Derby prize money will be increased to $2.5 million, including $1 million for the victor, up from the $725,000 total previous agreed to for 2019, of which $150,000 had been designated for the victor.

Extra innings in the All-Star Game will begin with a runner on second, perhaps a step toward introducing that for future regular seasons.

Both Clubs will start the 10th inning of the All-Star Game, and each subsequent inning, with a runner on second base (re-entry substitutions allowed for runners).

The victor of the annual event will take home $1 million beginning this season.

Active roster limit will increase from 25 to 26 player. What had been a 26th player for certain day-night doubleheaders through August 31 will become a 27th player in those situations. From that point on, rosters can expand to 28 players and 14 pitchers. Clubs must designate each of its players as either a pitcher or a position player prior to each player's first day on the active roster for a given season. All clubs will be required to carry 28 players on the active roster as of September 1. A committee between the sides that will study the game is expected to make recommendations on the maximum number of pitchers allowed on the rosters. It's the provision that the sides will begin discussing labor issues imminently, far earlier than they typically would with a CBA that doesn't expire until December 2021.

Also coming in 2020, each team's pitching staff on an active roster will be capped at a number that will be decided on by a committee of Major League Baseball and the players' association. Currently, a pitcher is forced to face only one hitter when they enter the game. Although the union did not formally accede to the three-batter minimum per pitcher that MLB sought, it agreed not to challenge the league's plans to implement it in 2020.

Injured List and Option Period for Pitchers: Subject to input from the joint committee, the minimum placement period for pitchers on the Injured List shall increase from 10 days to 15 days, and the minimum assignment period of pitchers who are optionally assigned to the minors will increase from 10 days to 15 days.
