Facebook, YouTube and other social media platforms are struggling to scrub offensive content from sites that generate billions of dollars in revenue from advertisers.

"Any content containing links to the video stream are being removed in accordance with our site-wide policy", the popular message boards platform told The Washington Post in a statement. "We are working to have any footage removed".

"While Google, YouTube, Facebook and Twitter all say that they're cooperating and acting in the best interest of citizens to remove this content, they're actually not because they're allowing these videos to reappear all the time", Lucinda Creighton, a senior adviser at the Counter Extremism Project, an worldwide policy organization told CNN.

But the viral reach of yet another obscene video caused politicians around the globe on Friday to voice the same conclusion: Tech companies are failing.

The 28-year-old stormed the first Christchurch mosque, Al Noor, around 1:40 p.m., shooting dead 41 people while live streaming the attack on social media.

Exact matches of removed material can not be uploaded again at YouTube and Facebook.

In a 15-minute window, Reuters found five copies of the footage on YouTube uploaded under the search term "New Zealand" and tagged with categories including "education" and "people & blogs".

Researchers and entrepreneurs specializing in detection systems said they were surprised that users in the initial hours after the attack were able to circumvent Facebook's tools.

The major internet platforms have pledged to crack down on sharing of violent images and other inappropriate content through automated systems and human monitoring, but critics say it isn't working.

"This is a case where you're giving a platform for hate", Democratic US Senator Cory Booker, who is running for president, said at a campaign event in New Hampshire. "That's unacceptable, it should have never happened, and it should have been taken down a lot more swiftly".

Britain's interior minister, Sajid Javid, said on Twitter, "Enough is enough".
