House passes bill to restore 'net neutrality' rules”

Now the Save the Internet Act of 2019 will go to the Republican-controlled Senate, where it's likely to be voted down along party lines.

Neither of those developments bode well for the future of an open internet, free from political manipulation.

The bill would repeal the order introduced by FCC Chairman Ajit Pai, bar the FCC from reinstating it or a substantially similar order and reinstate the 2015 net neutrality order. The "Save the Internet Act" would restore the FCC's previous'Open Internet' regulation passed in 2015 under the Obama administration, which set stricter rules for how ISPs could manage traffic. "(Senate Bill 78) is unnecessary and would only add to a patchwork of regulations, confusing the regulatory certainty that exists in Colorado today", said Nicholas J. Colglazier, director of Colorado Competitive Council, and who testified against the bill.

If the bill "were presented to the President", the White House statement said, "his advisors would recommend that he veto it".

A number of states, including California, Washington and Vermont, pushed forward with their own net neutrality rules, despite the FCC asserting authority to prevent states from pursuing laws inconsistent with the net neutrality repeal.

Senate Republican Leader Mitch McConnell said Tuesday the bill overturning a Federal Communications Commission December 2017 repeal would be "dead on arrival" in the Senate. Even some Democrats acknowledged that the prospects of restoring net neutrality rules in the current political climate remains unlikely.

Critics of net neutrality counter that the rules could stifle investment and innovation, and claim the internet is not designed for utility-style regulation from the 1930s. Some agreed not to enforce the laws pending the outcome of the Mozilla case. That means that if the Democrats get their way, rules prohibiting blocking, throttling, and paid prioritization of internet access would be codified into law, making it more hard for changing FCC leadership to flip-flop the rules.

But Jonathan Spalter of US Telecom, which represents broadband firms like AT&T and Verizon, said the neutrality effort is a move in the wrong direction when online providers are trying to innovate.
