"If the U.S. proposes holding a third North Korea-U.S. summit with a right attitude and a right method, we have a willingness to do it one more time", the leader was quoted as saying.

"First of all, it is necessary for the United States to stop the current way of calculation and approach us with a new way of calculation", Kim said in Pyongyang at the first meeting of the 14th session of the Supreme People's Assembly of the Democratic People's Republic of Korea, KCNA reports.

Such action, the lawmakers said, will not only advance South Korea's national security interests by building trust with the North, but also those of the US, "with the ultimate goal of resolving the nuclear crisis and creating a peaceful Korean Peninsula".

Jeong Young-tae, an analyst at the Institute of North Korean Studies in Seoul, says the new title is part of Pyongyang's efforts to "secularise" Kim and his power.

Trump said Thursday he was mulling a third summit with Kim ahead of a meeting with his South Korean counterpart Moon Jae-in at the Oval Office - a move supported by Seoul.

In his speech, Kim said if there is written consent "favorable for the interests of both sides and acceptable to each other", he will sign an agreement with the United States without reservation. "We will wait with patience until the end of the year for the United States to come up with a courageous decision".

Trump and Kim have met twice, in Hanoi in February and Singapore in June, building goodwill but failing to agree on a deal to lift sanctions in exchange for the DPRK abandoning its nuclear and missile programs.

Mr Trump offered a positive outlook in his Saturday tweet: "North Korea has tremendous potential for extraordinary growth, economic success and riches under the leadership of Chairman Kim".

Some experts say that it is becoming clear the North intends to turn the talks with the U.S. into a bilateral arms reduction negotiation between two nuclear states, rather than a unilateral process of surrendering its arsenal.

Negotiations on Pyongyang's nuclear program appear to be stalled, and there is uncertainty over whether Kim is considering backing out of talks or restarting nuclear and missile tests.

"He recognizes the benefits of continuing diplomatic action, especially for potential sanctions relief, but wants to put the burden of the action on the United States", Oba says.

In a signal that North Korea hasn't given up on negotiating, Kim Yong Chol was reappointed a member of the State Affairs Commission.

There's been no indication that the U.S. envoy for the talks, Mr Stephen Biegun, has had any substantive meetings with North Korean leaders since the Hanoi summit.

South Korea's government cautiously welcomed Kim's statement.

Trump told Moon: "we're talking about the big deal".

"What is clear is that if the US persists in its present political calculation method, the prospect of settling the issues will be gloomy and very unsafe", Kim said.

North Korea's Deputy Foreign Minister Choe Son Hui said last month that Kim would soon make clear his post-Hanoi position.

In his speech, Kim repeated earlier claims that North Korea's crippled economy would persevere through heavy worldwide sanctions imposed over its nuclear weapons program and that he wouldn't "obsess over summitry with the United States out of thirst for sanctions relief".
