More than 1,200 homes had been affected by the flooding in Quebec by late Sunday.

This is the second time in three years that the province has been hit by massive flooding, leaving politicians considering whether it would be better to force homeowners from these high-risk areas in order to prevent taxpayers having to constantly foot the bill for the damages, the Montreal Gazette reported. "But we have to be clearheaded, and if its necessary to force people to move, we'll do it".

Pedneaud-Jobin said he hopes to explore flood protection options for some communities, while also being open to helping people leave.

"We can not [offer] every year compensation to solve problems, but only on a temporary basis", he said.

Many people across Quebec and New Brunswick have been filling sandbags in an effort to protect their homes, as officials warned water levels are expected to rise in many regions due to warming temperatures that contribute to snowmelt and ice movement.

According to Environment and Climate Change Canada meteorologist Marie-Ève Giguère, Quebec "had exactly the ingredients" to create a severe flooding scenario. "So, we're working with municipalities regarding their needs to be able to work with them and provide what they need from us".

The Chaudière River was rising around 20 to 25 centimeters per hour Sunday morning and had reached levels the town's mayor, Gaétan Vachon, said were unprecedented.

The Quebec government has issued a flood status map where people can check what areas of the province have been affected, and the Urgence Quebec website suggests people have an emergency kit prepared in case of flooding.

Authorities are expecting river levels in the Ottawa-Gatineau area will peak on Saturday.
