"Is it right to expose a group of people - and particularly those who can't have the vaccine such as babies - to these diseases as a effect of people not being vaccinated?" he asked.

Early on, measles can be confused for other viral illnesses such as the flu. It is followed by a rash that spreads over the body.

Measles starts with a fever, runny nose, cough, red eyes and sore throat, the CDC reported.

In California, there have been four documented outbreaks that are linked to people who have traveled overseas. That's because babies get immunity from their mother during pregnancy, but those antibodies taper off after six months.

Before running to the doctor, however, you might want to call ahead.

Do not go directly to the office, urgent care center or emergency room, as this may expose other persons. Everyone in the household would be advised to get vaccinated.

The Minister for Health Simon Harris has asked the Attorney General to examine whether it would be legal to introduce mandatory vaccination for children attending schools or crèches.

All five categories examined in the report are below the recommended 96 percent mark set by the National National Institutes of Health to develop herd immunity - the point at which it becomes hard for an infectious disease to easily spread from person to person. The CDC updated its guidelines, recommending two doses, in 1989.

One dose of the measles-mumps-rubella (MMR) vaccine is 93% effective and two doses is 97% effective. The second is given between 4 to 6 years.
