Prosecutors say OH shooter's friend bought him armor”

A message seeking comment was left at a phone number for Kollie.

Prosecutors noted that there is no evidence that Kollie helped Betts plan or carry out the shooting. Officers shot Betts within 30 seconds, killing him just steps outside a crowded bar.

Betts was twice suspended from high school for drawing up a "hit list" of people he wanted to kill and a "rape list" of girls he wanted to sexually assault.

A charging document obtained by The Associated Press Monday says Ethan Kollie "indicated he purchased body armor and a firearm accessory for Betts earlier this year".

As the U.S. dissects its recent mass shootings and tries to understand the killers' motivations in an effort to prevent the next one, at least one factor is "missing from the national conversation", California Gov. Gavin Newsom said.

State Sens. Cecil Thomas, of Cincinnati, and Peggy Lehner (LAY'-nuhr), of suburban Dayton, are working together on the bills.

The friend, who was not named in the news release, is accused of lying on federal firearms forms.

The government unsealed the charges Monday.

Federal officials will announce charges Monday stemming from their investigation into the deadly shooting in Dayton last Sunday morning. The 24-year-old Connor Betts opened fire in a popular entertainment district, killing his sister and eight others.

Investigators have not released a motive.

Betts, who was armed with an AR-15, wearing body armor and a mask and had as many as 250 rounds of ammunition, was taken down by cops about 30 seconds after he opened fire.
