Chan said the social unrest had severely damaged the image of Hong Kong as a safe global city and a hub for trade, aviation and finance.

Hong Kong leader Carrie Lam on Tuesday warned United States and other foreign parliaments to not interfere in her government's affairs, reported Reuters.

After three months of unrest, Lam last week withdrew a controversial extradition bill that had triggered the protests, but the gesture failed to appease many demonstrators, who are using the popularity of the movement to revive old grievances.

She said her decision to formally withdraw the extradition bill and her other initiatives reflected her sincerity to heal society and bring back peace.

Hong Kong has been gripped by weeks of protests, initially against a now-shelved extradition bill and now focused more on securing greater freedoms for Hong Kong.

Billionaire Li Ka Shing, in a video broadcast on local TV, described the summer of unrest as the worst catastrophe since World War II. In his first public comments, Li, 91, called youths the "masters of our future" and saidthe government should temper justice with mercy in resolving the crisis. We hope Hong Kong people will be able to ride out the storm. Beijing has slammed the protests as an effort by criminals to split the territory from China, backed by what it said were hostile foreigners.

"We can't help but ask, what is the goal of the German side in allowing Joshua Wong to come to Germany at this time and to meet with minister Maas?"

Meanwhile in Berlin, Joshua Wong, a prominent face in the pro-democracy movement, met Germany's foreign minister Heiko Maas - a move that drew ire from China, which called the meeting "disrespectful".

In an immediate response, Wong tweeted that Chinese 's strong reaction was "baffling". His prosecution came after his release from prison in June following a two-month sentence related to the 2014 protests.

On Tuesday, Chinese Foreign Ministry spokeswoman Hua Chunying said China was "extremely dissatisfied and resolutely opposed" to Germany allowing Wong to visit the country and meet with Maas.

Wong has been an important figure in the anti-government protests that began on June 9.
