The BBC reported that the Abaco Islands were underwater after Dorian hit, as a result of a 23-foot storm surge.

As Dorian moves north along the Florida coast it will weaken slowly but its winds will still be more than 110 miles per hour which will continue to pile up the water along the coast.

A slow-moving storm "makes the flooding worse, you have continued battering with the wind so it has time to weaken structures, and once they're weakened it could damage them further", Douty says.

The Coast Guard said it plans to resume its search for people in need of evacuation across the Bahamas early Tuesday.

"The hurricane will move dangerously close to the Florida east coast tonight through Wednesday evening", it added, where a number of hurricane warnings and watches remain in effect.

A mandatory evacuation of entire SC coast took effect Monday covering about 830,000 people. "There will be considerable impacts and damage to coastal areas, with at least some effects felt inland as well!"

"We can not confirm those reports until we go out and have a look for ourselves", Henfield said.

Georgia Governor Brian Kemp ordered evacuations in six coastal counties, including all of Savannah 150,000 residents, also effective at noon on Monday, Kemp's office said on Twitter. Other counties announced voluntary evacuations. North Carolina Gov. Roy Cooper warned his state that it could see heavy rain, winds and floods later in the week.

"(Dorian is) basically not moving and spinning over the Grand Bahama", Wood says.

Dorian first came ashore on Sunday at Elbow Cay in Great Abaco Island at 12:40pm (16:40 GMT), then made a second landfall near Marsh Harbour at 2pm (18:00 GMT). One showed floodwaters rushing through the streets of an unidentified town at almost the height of a auto roof.

"You can not tell the difference as to the beginning of the street versus where the ocean begins", Hubert Minnis, the prime minister of the Bahamas, said. "It's probably the saddest day of my life", he added, amidst tears. As TIME has previously reported, "a Category 4 hurricane will blow out most windows on high-rise buildings, uproot most trees and will likely down many power lines".

As of 5 a.m., Dorian was stalled atop the Grand Bahama Island barely drifting westward at 1 miles per hour (2 km/h).

The good news is with the center of Dorian expected to remain offshore the highest winds and rainfall should stay out over the Atlantic.

Photos and videos from the affected areas showed homes and businesses-some without roofs-inundated by the floodwaters.

There were gusts of up to 225mph and up to 30 inches of rain were expected in the Bahamas where a seven-year-old boy is believed to have drowned. Homes are required to have metal reinforcements for roof beams to withstand winds into the upper limits of a Category 4 hurricane, and compliance is generally tight for those who can afford it. Risks are higher in poorer neighborhoods that have wooden homes in low-lying areas.

Weekend traffic was light in Florida despite those orders, unlike during the chaotic run-up to Hurricane Irma in 2017 when the unusually broad storm menaced the entire state.

Dorian is now heading westwards at 5mph and is forecast to make a gradual turn north-west, taking it along the eastern United States seaboard.

President Donald Trump cancelled a planned trip to Poland last week and has met emergency management officials.

Speaking from the government complex, which had been turned into a makeshift shelter after many on the island were "compromised" by the extreme weather, Darren Henfield, the Bahamian minister of foreign affairs, said: "In north Abaco, central abaco, by all accounts, we have received catastrophic damage".
