The Trump administration's environmental regulator escalated its feud with California on Thursday, accusing the state of violating clean water laws by allowing human waste from homeless residents to enter waterways, according to a letter it sent to the state's governor.

The U.S. Environmental Protection Agency says California is falling short on preventing water pollution, largely because of its problem with homelessness in big cities such as Los Angeles and San Francisco. The letter, addressed to Democratic Gov. Gavin Newsom, notes that California has 202 water systems that did not meet health standards 665 times in the most recent reporting quarter.

Wheeler threatened federal intervention and gave the state 30 days to respond in writing to his complaints.

Indeed, press reports indicate that "piles of human feces" on sidewalks and streets in these cities are becoming all too common.

The letter from Trump's Environmental Protection Agency is the latest clash of many between the Republican president and Democratic officials who lead the most populous US state.

Under Trump, Wheeler has sent public letters to other official entities in California discussing various environmental practices.

On September 19, the Trump administration announced that it was repealing a major clean water regulation, the Waters of the United States rule, that had limited pollution near streams and wetlands to protect sources of drinking water. "It's just not a real issue". In fact, Governor Newsom calls the letter another abuse of presidential power against political opponents and not really about cleaning the air and water. "This is political retaliation against California, plain and straightforward".

During a raising money outing to California a week ago, the president depicted the destitute as unsafe to the state: "If these Democrat liberal legislators don't fix it, the national government should come in".

Wheeler criticized the California Air Resources Board on Tuesday for a backlog of pending rules and regulations meant to reduce toxic smog. We're not going to lose cities like Los Angeles, San Francisco and others that are great cities.

Eric Schaeffer, director of the Environmental Integrity Project and a former head of civil enforcement at EPA, accused the president and Wheeler of using the agency to retaliate against enemies. State officials blamed the logjam on federal delays in approving the plans.

Last week, the Trump administration moved to revoke California's decades-old legal authority to set automobile emission standards tougher than the federal government's.
