The letter from Trump's Environmental Protection Agency is the latest clash of many between the Republican president and Democratic officials who lead the most populous US state.

Under Trump, Wheeler has sent public letters to other official entities in California discussing various environmental practices.

Last week, the Trump administration moved to revoke California's decades-old legal authority to set automobile emission standards tougher than the federal government's.
