The United States has been encouraged by China's positive remarks and actions ahead of the trade talks that resumed between the two countries on Monday and is hopeful a trade deal can be reached, White House economic adviser Larry Kudlow said in an interview.

Topics of discussion will include forced technology transfer, intellectual property rights, services, non-tariff barriers, agriculture and enforcement, the White House Press Secretary said in a statement.

The Institute for Supply Management said last week USA manufacturing activity fell to its lowest level in a decade in September while the services sector grew at its slowest pace in more than three years.

US President Donald Trump claimed Friday there was a "extremely very good probability" the two sides will strike a offer.

China and the USA have been negotiating a trade deal for more than 10 months now.

"We are open to a number of ideas, some may be short term, some may be long term", Kudlow told reporters outside the White House on Monday.

Trump also publicly asked China last week to investigate Biden.

"Because what happened in China is just about as bad as what happened with Ukraine". But he also said Chinese officials are dragging their feet in hopes of continuing negotiations with another administration should Trump fail to win reelection in 2020.

Trump in modern months has claimed that China's weakening economic system places Beijing less than stress to make a deal.

Another complicating factor is USA support for pro-democracy protests in Hong Kong. China's state broadcaster dropped the team's games and two Chinese corporate sponsors suspended ties after Rockets general manager Daryl Morey tweeted, "Fight for Freedom, Stand With Hong Kong".

He swiftly deleted the tweet and apologised to fans in China, where the Rockets have a large following from the years when Chinese basketball star Yao Ming played on the team.
