United Kingdom to publish no-deal plans as gloom surrounds Brexit talks”

Johnson has made it explicitly clear that he intends to "get Brexit done" by October 31, but has been consistently evasive on how he plans to get around the "Benn Act" which forces him to seek a delay from the EU.

But a row broke out on Tuesday after a No 10 source said a call between Mr Johnson and the German chancellor, Angela Merkel, had made a deal "essentially impossible", claiming she made clear a deal based on his proposals was "overwhelmingly unlikely".

Unusually, Downing Street then provided a readout of what Ms Merkel allegedly said, provoking an incendiary tweet from EU Council President Donald Tusk.

Mr Johnson's office gave a gloomy assessment after a call between the prime minister and German Chancellor Angela Merkel on Tuesday morning. Keir Starmer, Brexit spokesman for the main opposition Labour Party, said the Downing Street statement was "yet another cynical attempt by No. 10 to sabotage the negotiations", using the shorthand for the prime minister's office.

Mr Johnson's proposals outline a new way to avoid a hard border between European Union member the Republic of Ireland and Northern Ireland after Brexit.

There was "skepticism" within European Union circles over the U.K.'s description of Johnson's call with Merkel, CBS News partner network BBC News reported.

The paper says Boris Johnson has been accused of engaging in a "stupid blame game", while quoting United Kingdom officials who "insist Brussels has hardened its position as time runs out".

BREXIT BLAME GAME An array of remarks by unidentified British sources laid bare just how far apart the two sides are after three years of tortuous haggling over the first departure of a sovereign state from the EU.

Downing Street officials say Brussels is making a big mistake because failure in the coming days to reach a deal would result in Britain's position only hardening down the line.

After the call, Arlene Foster, leader of Northern Ireland's Democratic Unionist Party, which supports Johnson's Brexit stance, said accepting the EU's position would amount to "surrender".

Mr Johnson talked to his Irish counterpart Leo Varadkar for 40 minutes.

"We went too far on this one and apologise unreservedly", Leave.EU spokesman Andy Wigmore said by telephone.

"But the real outrage is the German suggestion that Northern Ireland be separated from the UK", Banks said.

The U.K. said, however, that it still hopes to strike a deal. Now that's entirely unacceptable to Downing Street, and they have been briefing that, effectively, it is dead - they're saying that there is no chance, if this is the EU's view, not only of a deal now, but of a deal ever. This concession would be a major move by the European Union towards breaking the current Brexit deadlock which has been centered around the Irish backstop.

An EU summit, with Brexit on the table, is due next week and Johnson is has vowed to take the country of the EU by October 31 - without delay.

After presenting them, government sources hoped the sides might be able to enter an intense 10-day period of talks nearly immediately, but a number of senior European Union figures, including Irish Taoiseach Leo Varadkar, warned they did not form the basis for deeper negotiations - even if they believed a deal could still be done. "We'll either leave with no deal on 31 October or there will be an election and then we will leave with no deal".

Parliament is set to be suspended later Tuesday so that a new session can begin next week with a major policy speech from Mr Johnson's Conservative government.
