India ratifies UN Convention on Road Transport”

The multilateral global transit treaty-Customs Convention on worldwide Transport of Goods under cover of TIR Carnets-is also referred to as the TIR Convention and functions under the auspices of the United Nations Economic Commission for Europe (UNECE).

The Convention on International Transport of Goods Under Cover of TIR Carnets (TIR Convention) is a multilateral treaty that was concluded at Geneva on 14 November, 1975 to simplify and harmonise the administrative formalities of international road transport.

Further, there are certain parameters involved in the TIR system- secure vehicles or container, global guarantee chain, TIR carnet, reciprocal recognition of customs controls, controlled access and TIR IT risk management tools.

TIR Convention is more than a transport agreement and has a strong foreign policy element.

With China's "One Belt One Road" being an equally dominant project and India's decision to skip a summit in China, the Modi government had to play it up to count itself within the list of contenders being considered as rising power.

Welcoming India into the global transport arrangement, Umberto de Pretto, secretary general of IRU which manages the TIR Convention said, "I am delighted to welcome India into the TIR family of nations".

China joined the TIR in 2016 when its giant inter-regional connectivity projects began to take off.

According to him, India's accession would have a big impact on regional connectivity and added that it can also connect India to maritime transport routes across the Asia-Pacific region. TIR will allow India to integrate its trade with Myanmar, Thailand, Bangladesh, Bhutan and Nepal, as well as to move goods along the International North-South Transport Corridor via the Chabahar port in Iran, and to access Afghanistan.

Once the systems are integrated with global norms, India reckons it will become easier to service African and Asian markets when the DMIC (Delhi-Mumbai Industrial Corridor) comes online.

India has been putting in place the building blocks for its transnational multi-modal connectivity plan. For instance, the BBIN motor vehicles agreement needs this convention to make it operational. "Without such mechanism the MVA could not be operational", he said.

The decision puts India at the centre of efforts to increase overland trade and regional integration across South Asia and beyond, fast-tracking the region's potential to become a strategic trade hub.

China is already a part of the TIR.
