China efforts on N Korea 'have not worked out'

The decision means that, for now, Warmbier's official cause of death will remain unknown.

He said that while "we can not know for sure that North Korea killed Mr Warmbier".

Suffering from severe brain damage, he died Monday in his hometown of Cincinnati, Ohio, surrounded by family who decried his "awful torturous mistreatment" at the hands of Pyongyang, while taking solace in the fact he made it home before he died.

Otto Warmbier died on Monday near his family home in OH after more than 15 months in North Korean captivity. North Korea announced Warmbier's detention January 22, 2016, and the University of Virginia student from suburban Cincinnati was sentenced in March 2016 to 15 years in prison with hard labor after a televised confession that he tried to steal a propaganda banner.

A tweet from President Donald Trump on Tuesday hinted at a change in direction on North Korea policy.

"That should never have been allowed to happen", he said Monday.

Geng said China has played a "positive constructive" role regarding North Korea because it is a responsible member of the global community, and "not because of any pressure from other countries". It should be sanctioned diplomatically, commercially and any other way possible.

Korean-Americans Tony Kim and Kim Hak Song, who worked at the foreign-funded Pyongyang University of Science and Technology in the capital, were recently detained for hostile acts against the government, according to North Korea's state media. "We hope that North Korea and the United States can handle it appropriately". But some have been seized and given draconian sentences for seemingly minor offenses. It said the flights demonstrated solidarity among South Korea, Japan and the United States "to defend against provocative and destabilising actions in the Pacific theatre".

At the meeting, North Korea agreed that Swedish diplomats could visit all four American detainees. Those who typically do travel from China, where tour groups market trips to adventure-seekers.

Young Pioneer Tours, which was founded by British expatriate Gareth Johnson, said that it was denied any opportunity to meet with Warmbier after his detention, and that the way it was handled was "appalling". "I am anxious about other detainees, what they go through", he said.

The North Korean government has vowed to develop a nuclear-tipped intercontinental missile capable of hitting the US mainland. So there is a possibility that Kim Jong-un continues to make the bluff with his nuclear weapons programs. But on Tuesday, Trump suggested that strategy had failed.

North Korea is yet to release an official comment on his death.

"I have great confidence that China will properly deal with North Korea".

In Congress, Democrats and Republicans found rare bipartisan consensus in denouncing the North.

Sens. John McCain and Marco Rubio have called the distressing case a murder. In the House, lawmakers lined up behind legislation from Rep. Adam Schiff, a Democrat, and Rep. Joe Wilson, a Republican. US authorities believe he sustained what would become a fatal brain injury not long after he was captured. No licenses would be issued for tourism.

Trump has employed plenty of tough talk against North Korea.

The U.S. doesn't now prohibit its passports from being used to travel to any countries, even though financial restrictions limit U.S.travel to Cuba and elsewhere.

The American prisoner he brought home, Otto Warmbier, had been in a coma for most of the 17 months he spent incarcerated in the North.
