Gov. Phil Scott, R-Vermont, recently vetoed a funding bill, demanding lawmakers do more to provide relief to taxpayers.

Though it was anything but easy, the Vermont legislature broke its stalemate with Gov. Phil Scott and passed a budget Wednesday evening that the governor has agreed to sign. All districts are renegotiating their health care contracts this year, moving to less expensive plans to avoid a penalty created by the Affordable Care Act.

Lawmakers and the governor had been working on a compromise in the past few weeks, but the budget did become the major focus.

In May, Scott vetoed a bill that would have made pot legal.

House Republicans indicated they wanted to wait on the marijuana discussion until January, when the legislature returns for next year's session. The compromise also would create a commission of state officials, educators and others that would study the advantages of establishing a single, statewide health benefit.
