Senate GOP health bill would cut Medicaid, erase tax increases, reports say

In a lot of ways, the Senate's bill looks like the House bill: it rolls back the ACA's Medicaid expansion, it eliminates many ACA taxes and it repeals the penalties associated with the individual and employer mandates. GOP Senate leaders were eager for a seal of approval from Trump, who had urged them to produce a bill more "generous" than the House's.

The House's tax credits were tied to people's ages, a change the nonpartisan Congressional Budget Office said would boost out-of-pocket costs to many lower earners. Another possibility was letting states drop some coverage requirements that Obama's law imposes on insurers, they said.

"The idea, aides and lobbyists say, is to provide a softer landing for people at lower ends of the income spectrum than under the House bill", Paige Winfield Cunningham wrote for the Washington Post in her piece.

Aides and lobbyists said the bill would impose spending limits on the growth of the federal-state Medicaid program for the poor that would tighten further by the mid-2020s. Republican senators from states that expanded Medicaid, such as Ohio's Rob Portman, want to extend that phase-out to seven years. Unlimited federal dollars now flow to each state for the program, covering all eligible beneficiaries and services.

While the Senate bill is largely similar to the House passed-bill, there are some key differences.

The New York Democrat expressed outrage at the process of drafting the bill, and said many Republicans agree with with him. The so-called individual mandate - aimed at keeping insurance markets solvent by prompting younger, healthier people to buy policies - has always been one of the GOP's favorite targets.

Much like in the House, where moderate and conservative lawmakers were deeply divided on health care policy leading up to a vote in May, Senate Republicans also have clashing ideological views and priorities. The Senate bill would keep the House plan to send a fixed amount of money to states each year based on enrollment or as a lump sum block grant.

Conservatives like Sen. Rand Paul, R-Ky., have warned they could oppose the bill if it doesn't go far enough in dismantling Obama's law.

Moderate Sen. Susan Collins, R-Maine, said she had "no idea" if she'd back the legislation until she sees the language.
