Mexico and the USA pushed on Wednesday to condemn Venezuela's government for its handling of the political and economic crisis in the South American country, on the final day of a meeting of the Organisation of American States, sources told Reuters.

"The resolution on human rights has been finished, and it isn't in there", De Alba said.

The resolution that failed to gain enough votes on Monday was a relatively strongly worded proposal calling on the Venezuelan government to "reconsider" its call for an assembly to re-write the constitution at a time when masses of Venezuelans have taken to the streets to call for elections to replace the unpopular government. In the past few weeks, as Ortega Diaz has pursued a number of legal actions seeking to block Maduro's power grab, government supporters have mounted a campaign to discredit her actions, alternately accusing her of being insane or a spokeswoman for "right-wing terrorists".

Critics fear this could allow Maduro to postpone elections that many think he has good chance of losing amid the economic crisis that has gripped Venezuela.

The diplomats also declined to piggyback the mediation group proposal on a rights resolution that might win approval with a simple majority of the 35 members.

President Nicolas Maduro was quick to offer words of praise for his close ally. According to the Venezuelan Interior and Justice Ministry the victim, Orlando Figuera, 21, was was set on fire after being accused of being a government supporter or a thief. The opposition, too, has said the government has been using armed groups to intimidate opponents.

CANCUN, Mexico (AP) - Foreign ministers from throughout the Americas appeared to fail yet again Wednesday at reaching an agreement on mediating in Venezuela's intractable political crisis.

Freeland, who arrived in Cancun after a successful whirlwind tour through Norway and Finland, appears to have suffered her first diplomatic defeat at the OAS.

“Today we had a meeting (.) and they have been invited to relaunch the dialogue in Venezuela, ” Venezuelan Foreign Minister, Delcy Rodriguez, announced at the OAS Assembly in Cancun. But due to the internal rules of the OAS, only 18 votes would be needed if comments on Venezuela are added into a wider resolution already on the table.

This was the plan they had designed in order that the Assembly in Mexico would not end without any agreement on the crisis in Venezuela, the key issue that would define the success or failure of the summit.

Antigua's Prime Minister Gaston Browne has said the Caricom countries, which depend on subsidized oil shipments from Venezuela, "have stood by the principle of non-interference, we have stood by the principle of respecting the sovereignty and independence of states".
